In general, you should start thinking about wholesale once you get into the 100 unit range or so, although some retailers will do bulk with a lesser amount. Most bulk shipments don't come cut. In other words, you are probably used to buying a bouquet or other flowers from a florist or online shop that have the stems trimmed and ready to be dropped into a container. These flowers are usually already cut, and may just need a rinse and a drop in a vase.

Wholesale roses usually need to be cut upon arrival. They also require proper hydrating that may be a little more involved than basic vase type work. Check with the retailer on the exact instructions so you can be ready once the shipment arrives. They may be shipped slightly differently when buying from different sources so there isn't a whole lot of hard and fast rules. You'll need a bathroom or laundry sink to work since you've got a lot more volume than just a bouquet. This can require some coordination, so be prepared. You don't want to have fresh flowers sitting around drying and wilting, especially if you have other things to coordinate for your event!

With some proper preparation, you can use bulk flowers as a cheap source of flowers for your next event. You'll feel like you're a florist yourself!
